POP3 & FORWARDING option doesn't appear

A lot of topics, a lot of issues, a lot of questions that didn't get their answers. Is there anyone (administrator/moderators) who can recall to all these subjects. Mine is driving me nuts (as I have a lot of e-mails with important attachments): I switched to Yahoo! Asia but the POP3 & FORWARDING option doesn't appear in my yahoo options menu. I've noticed this issue only for newer yahoo accounts. The question is WHY? Why the POP3 & FORWARDING option doesn't appear?
