OutLook Express and Ypops Settings

My problem is I get an error message and Outlook Express won't allow access to Yahoo. I will list the error and would like to know if ANYONE has a resolution to this. So here's the error as listed:

The connection failed. Account: "Yahoo Mail", Server: "127.0.0.1". Protocol: POP3. Port: 110. Secure(SSL): No. Socket Error: 10013. Error Number: 0x800CCC0E

I have no idea why this pops up since I used recommended settings from YPOPS page. Even tried the localhost instead of 127.0.0.1.
