Messages Being Downloaded Again After Connection Failure

Every once in a while I'll have all my messages redownloaded from the server so I have duplicate copies of all of them. I figured out the problem though. It happens when there is a connection problem trying to get the inbox page. This is what I get in the log:

The html that was dumped showed a proxy error connecting to the site. Then the next time it tries to download messages, it downloads them all. Its like it forgets the message Id's it has already downloaded.
