Is it legal to use ypops? for yahoo mail?

Yahoo want us to upgrade to plus and that is why I am worried if its legal to use ypops to use it with outlook 2003 to download yahoo emails?

yes it is legal to use ypops, but yahoo may block it as it hurts their revenue
but, i dont think ypops is working anymore? i cannot download emails now from last 4 months, is it working for you?
