installing YOPS

I'm new to YOPS. I need help installing please. I downloaded YOPS in order to allow Outlook on my Vista PC to send and receive mail via my Yahoo account. I do not see the YOPS icon in my system tray. Forgive my ingornace. How do I get YOPS up and running?
